Per our call this afternoon I wanted to provide a summary of the FEMA vaccination guidance that has been released and its relation to the potential reimbursement opportunity from FEMA to share with sites.
First, the latest set of pertinent FEMA guidance for reference, these are coming out first as vaccinations are FEMA's number one priority at the moment:
1. 1/22/21 FEMA update indicating vaccination costs starting 1/21/21 and through 9/30/21 to be funded at 100% Federal share 2. 1/25/21 FEMA commitment to expedite projects for stated vaccination costs, etc. This document includes a list of eligible vaccination expenditures that could be incurred.
There is a statement in this document that reads:
Additionally, FEMA's Public Assistance program will provide reimbursement to state, local, tribal, territorial governments and the District of Columbia for the safe opening and operation of eligible schools, child-care facilities, healthcare facilities, non-congregate shelters, domestic violence shelters, transit systems and other eligible applicants. This reimbursement will include funds to increase COVID-19 testing and vaccines. Note we have no additional guidance or interpretation of this statement from FEMA nor have we seen any changes physically implemented as of yet.
1. Please remember that all costs incurred as related to vaccinations are subject to standard FEMA policy and guidelines and there are no deviations from labor eligibility nor relaxing of required supporting documents or Federal procurement compliance in this process.
Second, attached is a FEMA Template to help create a narrative for an expedited FEMA project application for vaccination estimated costs.
Third, here are the basic components that could be presented to FEMA along with the narrative, as relevant and there could be others, to complete a cost estimate for an expedited vaccination project:

Cost Estimate Notes:
1. If there are any anticipated insurance proceeds for vaccination administration, these can be deducted off the total estimated cost.
2. FEMA will require an estimate for Day 1 through 1/20/2021 for one Project Applicant funded at 75% Federal cost share.
3. FEMA will require a separate Project Application starting on 1/21/2021 through 4/20/2021 (90-day max increments at a time)
