Send all suspicious email as an attachment to spam(a)northcarolina.edu<mailto:spam@northcarolina.edu>] Good Afternoon- Per our call this afternoon I wanted to provide a summary of the FEMA vaccination guidance that has been released and its relation to the potential reimbursement opportunity from FEMA to share with sites. First, the latest set of pertinent FEMA guidance for reference, these are coming out first as vaccinations are FEMA's number one priority at the moment: 1. 1/22/21 FEMA update indicating vaccination costs starting 1/21/21 and through 9/30/21 to be funded at 100% Federal share 2. 1/25/21 FEMA commitment to expedite projects for stated vaccination costs, etc. This document includes a list of eligible vaccination expenditures that could be incurred. There is a statement in this document that reads: Additionally, FEMA's Public Assistance program will provide reimbursement to state, local, tribal, territorial governments and the District of Columbia for the safe opening and operation of eligible schools, child-care facilities, healthcare facilities, non-congregate shelters, domestic violence shelters, transit systems and other eligible applicants. This reimbursement will include funds to increase COVID-19 testing and vaccines. Note we have no additional guidance or interpretation of this statement from FEMA nor have we seen any changes physically implemented as of yet. 1. Please remember that all costs incurred as related to vaccinations are subject to standard FEMA policy and guidelines and there are no deviations from labor eligibility nor relaxing of required supporting documents or Federal procurement compliance in this process. Second, attached is a FEMA Template to help create a narrative for an expedited FEMA project application for vaccination estimated costs. Third, here are the basic components that could be presented to FEMA along with the narrative, as relevant and there could be others, to complete a cost estimate for an expedited vaccination project: 1. Site setup costs - initial costs 2. Call center costs 3. Vaccine site daily costs including labor and supplies such as these elements: Job Titles/Function Hourly Rate Hrs per day Total per day Team Lead [CONTRACT inc. lodging/per diem] - Physician Deputy Team Lead [CONTRACT inc. lodging/per diem] - Epidemiologist Security personnel Traffic control Vaccinators [CONTRACT inc. lodging/per diem] Pharmacists [CONTRACT inc. lodging/per diem] Nurse's Aides (Vaccine preparers) [CONTRACT inc. lodging/per diem] Medical Screeners Supply Managers IT Support EMT [CONTRACT inc. lodging/per diem] General staff Logistics Specialists Forms Distribution Staff Orientation/Personnel Clinic Flow; Reviewers/Billing Clinic Manager Translators Float Staff Legal Affairs Officers Materials Cost per Unit Units per day Total Cost per day Needles Syringes Alcohol prep pads Surgical Masks Face Shields Band-aids Gloves Sharp containers Antihistamines ($7.98 per box) Epi-pens First aid kit Blood pressure measuring device Light source to examine mouth and throat Oxygen Stethoscope Timing device for measuring pulse Tongue depressors Tourniquet Cost Estimate Notes: 1. If there are any anticipated insurance proceeds for vaccination administration, these can be deducted off the total estimated cost. 2. FEMA will require an estimate for Day 1 through 1/20/2021 for one Project Applicant funded at 75% Federal cost share. 3. FEMA will require a separate Project Application starting on 1/21/2021 through 4/20/2021 (90-day max increments at a time) I am happy to discuss any additional information needed in order to present this to the sites if needed. Please feel free to change/modify as you see fit and then send out. Thanks much! Norma Attached is new guidance issued by DHHS to local health departments modifying case investigation and contact tracing (CI/CT) protocols along with FAQs for the new guidance. This new guidance recommends prioritizing CI/CT to allow for reallocation of LHD resources to support vaccination efforts. The new guidance establishes 2 priority groups for which LDHs would continue to conduct CI/CT: * Priority Group 1: Cases known to be linked to a cluster/outbreak or cases known to be living in a congregate or healthcare setting (the FAQs include university dorms in the description of a congregate living setting). * Priority Group 2: Cases known to be working or potentially exposed in a high-density setting, which includes both congregate living and educational institutions. CI/CT is no longer recommended for any cases that do not fall within these two priority groups. Because our campuses fall into both priority groups (dorms in Priority Group 1 and educational institutions in Priority Group 2), DHHS has advised our campuses will not likely experience significant changes in CI/CT conducted by their local health departments for cases/clusters reported in dorms or on campus. However, given the urgent need to prioritize LHD resources for vaccination efforts, our campuses should stay in close contact with their LHDs and be prepared to support LHD CI/CT efforts.
