Campus GCs: Good afternoon. I am forwarding below an email from Lindsey Wakely, the Deputy General Counsel at the State Board of Elections. Her email pertains to Voter ID implementation at colleges and universities. My understanding is that in the 2019 effort, my office acted as a point of contact between the campuses and the State Board of Elections. I am glad to do so again at SBOE's request.

Under the "No Surprises" Doctrine, be advised that Ruth Brill will be scheduling a phone call early next week to discuss this and an unrelated matter among all of us as the campus GCs, or their designees, and me. Good afternoon Andrew,
Thank you again for your willingness to help distribute information to universities about the submission process and approval forms for the use of student identification cards and employee identification cards for voting.
As you know, a university and may seek approval of both student and employee identification cards, but the entity must submit a separate approval form for each type of ID. Attached are submission instructions in the form of letters from Executive Director Karen Brinson Bell and approval forms for student and employee ID cards.
If possible, we ask that you please distribute these materials to universities the week of May 30th. Our intent is to make the applications available on our website on Tuesday, May 30, 2023. We also intend to send a press release announcing the application period on the 30th.
The State Board of Elections will receive applications from June 1 - June 28th 2023. In order to be approved for use in the 2023 municipal elections, the approval forms and images of the identification cards must be emailed to VoterID(a)ncsbe.gov<mailto:VoterID@ncsbe.gov> by June 28, 2023. The State Board will review submissions and publish a list of approved identification cards in July 2023. Cards approved by the State Board will remain valid for use as a voter's photo ID through December 31, 2024. Please note, these details are all outlined in the letters from Karen Brinson Bell.
